Proxy Nonce

This returns the offchain proxy nonce (either from memory or a remote database like redis).

api.proxyNonce(USER_ADDRESS, TOKEN);

USER_ADDRESS (string): The address of the user.
TOKEN (string): The address of the token.

All API utils also work in offline mode.
